  • H.R. 825         The United States-Israel Trade and Commercial Enhancement Act

    (PROVISIONS OF THIS BILL WERE UNANIMOUSLY ADOPTED INTO BOTH THE HOUSE AND SENATE VERSIONS OF THE TRADE PROMOTION AUTHORITY – TPA – LEGISLATION. THE TPA WAS SIGNED INTO LAW BY PRESIDENT OBAMA ON JUNE 29, 2015.)

    Summary:      The bill states that among the principal U.S. trade negotiating objectives for trade agreements with foreign countries regarding commercial partnerships are to: (1) discourage actions by potential trading partners that discourage commercial activity solely between the U.S. and Israel; (2) discourage politically motivated actions to boycott, divest from, or sanction Israel and to seek the elimination of politically motivated non-tariff barriers on Israel commerce; and (3) seek the elimination of state-sponsored unsanctioned foreign boycotts against Israel or compliance with the Arab League Boycott of Israel.


     H.R. 1073     The Critical Infrastructure Protection Act (CIPA)

    (PASSED IN THE HOUSE ON 11/16/15 AND WAS THEN PENDING IN THE SENATE.  THE CIPA LANGUAGE WAS FOLDED INTO THE 2017 NATIONAL DEFENSE AUTHORIZATION ACT (NDAA) WHICH WAS PASSED BY THE U.S. CONGRESS AND SIGNED INTO LAW BY THE PRESIDENT ON DECEMBER 23, 2016.)

    Summary:     The CIPA amends The Homeland Security Act of 2002 and addresses the need for Electromagnetic Pulse (EMP) and Geomagnetic Disturbance (GMD) protection of all 16 critical infrastructure segments.


    H.R. 237         The FTO Passport Revocation Act of 2015

    Summary:      Amends the Passport Act of 1926 to prohibit, with a discretionary exception for emergency or humanitarian reasons, the Secretary of State from issuing a passport or passport card to an individual who is a member of, affiliated with, or is otherwise helping a foreign terrorist organization.


     S. 2040            The Justice Against Sponsors of Terrorism Act (JASTA)

    (PASSED IN THE SENATE-MAY 2016-AND IN THE HOUSE-SEPTEMBER 2016. THE HOUSE AND SENATE THEN OVERRODE PRESIDENT OBAMA’S VETO OF THE LEGISLATION IN SEPTEMBER OF 2016 AND THE BILL BECAME PUBLIC LAW: 114–222 )

    Summary:      Legislation that amends the federal judicial code to narrow the scope of foreign sovereign immunity by authorizing U.S. courts to hear cases involving claims against a foreign state for injuries, death, or damages that occur inside the United States as a result of a tort, including an act of terrorism, committed anywhere by a foreign state or official.

    Amends the federal criminal code to permit civil claims against a foreign state or official for injuries, death, or damages from an act of international terrorism. Additionally, the bill authorizes federal courts to exercise personal jurisdiction over and impose liability on a person who commits, or aids, abets, or conspires to commit, an act of international terrorism against a U.S. national.

    H.R. 850         Nuclear Iran Prevention Act of 2013

    Summary:      Requires the Secretary of State to determine if Iran's Revolutionary Guard Corps (IRGC) meets the criteria for designation as a foreign terrorist organization and: (1) if so, designate the IRGC as a foreign terrorist organization; and (2) if not, report to Congress concerning those criteria which have not been met. Expresses the sense of Congress regarding the imposition of sanctions on certain Iranian government persons responsible for, or complicit in, human rights abuses, diversion of food and medicine, and censorship…(see more at thomas.loc.gov).


     

    S. 2195            A bill to deny admission to the United States to any representative to the United Nations who has engaged in espionage activities against the United States, poses a threat to the United States national security interests, or has engaged in a terrorist activity against the United States.

      Summary:  Directs the Secretary of Homeland Security (DHS) to submit to the House Committee on Homeland Security, and the Senate Committee on Homeland Security and Governmental Affairs, a comprehensive strategy for gaining operational control of the international borders of the United States within five years.

      Summary:  To strengthen Iran sanctions laws for the purpose of compelling Iran to abandon its pursuit of nuclear weapons and other threatening activities, and for other purposes.

      Summary:  Countering Iran in the Western Hemisphere Act of 2012 - States that it shall be U.S. policy to use all elements of national power to counter Iran's growing presence and hostile activity in the Western Hemisphere.  Directs the Secretary of State to submit to Congress a strategy to address Iran's growing presence and activity in the Western Hemisphere.

      Summary: Amends the Iran Sanctions Act of 1996 to enhance United States diplomatic efforts with respect to Iran by expanding economic sanctions against Iran.

      Background and Summary:  

      The legislation that was ultimately passed out of the U.S. Congress was a modified version of these two bills H.R. 2765, entitled, The “Security the Protection of Our Enduring and Established Constitutional Heritage (SPEECH) Act.  It was signed into law on August 10, 2010.  The Act bars the enforcement of foreign judgments that do not meet U.S. free-speech standards. The act not only provides a national standard, as opposed to the prior patchwork of state legislation on the issue, but it also authorizes declaratory judgments in federal court and a number of other protections.

    • American Laws for American Courts (ALAC) prohibits state judges from applying foreign law, which can include sharia law, when doing so infringes on constitutional rights.

    • This measure is named for Private First Class Andy Long, shot and killed in front of a Little Rock, Arkansas military recruiting office by a self-proclaimed terrorist.

      This bill is now law in numerous states. Andy's Law stiffens state criminal penalties for acts of terrorism. The law creates a civil cause of action empowering victims of terrorism to sue in state court those who provide material support and aid those who commit acts of terrorism.

    • This bill promotes Anti-Boycott, Divestment, and Sanctions (BDS) of American Allies, which includes Israel.

      This bill is common-sense legislation. This bill seeks to stop purchasing and commerce restrictions aimed at our allies, such as Israel and any member of NATO. This bill will outlaw the boycotting of any allied nation of the United States.

      It will outlaw any persons and corporations from participating in or encouraging others in any activity resulting in the abstaining from commercial, social or political relations of the affected ally. This would also apply to U.S. companies based in allied nations or in territories controlled by allied nations with intent to penalize that nation or product.

      • This bill provides that any person who knowingly provides any material support to an individual or organization whose primary objective is to commit an act of terrorism and does so with the intent to further such objective is guilty of a Class 3 felony.
