The Diversity Visa Lottery is an immigration program by which immigrants from countries with historically low rates of immigration to the United States can apply for a visa. The program, however, has been used by terrorists to infiltrate America. On October 31, 2017, Sayfullo Saipov used a rental pickup truck to deliberately mow down pedestrians. After murdering 8 and injuring 13, he exited the vehicle and yelled, "Allahu Akbar." Sayfullo is a Uzbekistan national and immigrated to America in 2010. We also learned that he left a note, which referenced the Islamic State. This terrorist attack gained international attention and the reaction from lawmakers was swift. There are now bills in the House and Senate which address the Diversity Visa Lottery.
Representative Bob Goodlatte introduced the Securing America's Future Act of 2018 (H.R.4760), which eliminates the visa lottery system. In addition, the legislation limits chain migration, revises annual immigration levels, and cracks down on sanctuary cities. On the other side of the aisle, Senator Tom Cotton introduced the RAISE Act (S.354), which also disposes of the lottery program. Similarly, the bill reduces refugees admissions and limits chain migration. Both of these pieces of legislation solve the problem of terrorists using the Diversity Visa Lottery to enter America.
